[TFS] 禁止默認允許多人簽出和強制解除簽入簽出鎖

使用 Visual Studio 2010 Team Foundation Server 進行源代碼編輯時，可以對代碼實施以下三種鎖定之一： Unchanged - Keep any existing lock Check Out - Prevent other users from checking out and checking in Check In - Allow other users
