使用npm install -g @vue/cli下載

解決方法
把node.js安裝目錄下的package-lock.json文件刪掉，我有2個分別爲
E:\nodejs\node_modules\npm\docs\package-lock.json和E:\nodejs\node_modules\npm\node_modules\npm-normalize-package-bin\package-lock.json
