maven 國內鏡像

maven的默認的中央倉庫爲：maven.apache.org ，當本地倉庫或者本身的maven 私服不存在相關的jar時，如沒有特別設置，就去檢查maven中央倉庫有沒有。

因爲鏈接國外網站時網速特慢，爲解決這個問題，os china 創建了一個maven 的私服。爲了記憶，特將此記錄。

settings.xml 設置鏡像方法步驟以下：
1. mirrors 設置
