Install pyCuda on windows7

Add cl.exe(VS2015 or newer version) to your system path first,then execute the following instructions:
1.conda install mingw libpython2.pip install pycuda-2017.1.1+cuda9185-cp36-cp36m-win_amd64.whl (according to your own hardware/software environment)
