解決win10下安裝pytorch與tensorflow報錯 ImportError: dll load failed, specified module can't be found

在win10系統下通過pip安裝了tensorflow 與pytorch。但是在import tensorflow 與import torch的過程中卻產生了一系列錯誤。錯誤太長不全部列出，但是最後的錯誤是 「ImportError :dll load failed, specified modult can't be found" 在網上找了一堆解決方案，各種思路但是沒有一個是有效的包括安裝ms
