anisble 加載 ansible.cfg 配置文件的順序

1. 環境變量 os.getenv("ANSIBLE_CONFIG", SENTINEL)
2. 當前工做目錄 cwd_cfg = os.path.join(cwd, "ansible.cfg")
3. 用戶 home 目錄 ~/.ansible.cfg
4. /etc/ansible/ansible.cfg
