解決問題步驟：spring
第一，jar包衝突，檢查項目中的jar包是否同時有 api
xerce.jar和xml-apis.jar這兩個jar包，有的話刪除xerce.jar
第二，缺了包，檢查struts.xml中是否有配置spa
有的話看看項目中是否有引入struts2-spring-plugin-2.1.6.jar，沒有的話引入便可code
