pycharm升級pip報錯：AttributeError: 'NoneType' object has no attribute 'bytes'

pycharm中使用pip升級命令後， settings中是新版本，但在控制檯使用，就提示新版本沒法使用，一直提示舊版本在使用中，報錯python AttributeError: 'NoneType' object has no attribute 'bytes' pip升級命令web python -m pip install --upgrade pip 網上查找大多沒法解決，偶然看到一個新命令
