安裝 postgresql 報錯 "An error occured executing the Microsoft VC++ runtime installer"解決方法有二：
     一、Go to file %windir%\inf\wsh.inf, right click and select 'Install'
      既windows\inf\wsh.inf
     二、管理員運行cmd，工做目錄切換到postgresql安裝文件所在目錄，運行
     postgresql-8.4.2-1-windows.exe --install_runtimes 0 注意install 前面是兩個-符號sql
