解決pip is configured with locations that require TLS/SSL, however the ssl module in Pyrhon 問題

在python 3.7中安裝插件，如scikit-learn, 由cmd進入到相應的路徑，如下所示，但是出現了問題。 在網上找了很多資料，試了後發現沒有用，後來發現需要下載openSSL插件並安裝，下圖是安裝後的效果，安裝後就可以下載了。 具體下載openSSL的方式，點擊此鏈接：https://slproweb.com/products/Win32OpenSSL.html，下載第一個MSI就行。
