pip install 出現Could not install packages due to an EnvironmentError: [WinError 5] 拒絕訪問

pip install -U numpy進行更新的時候出現了上述的問題， 百度了一下直接在install後面加上--user--就可以了 pip install --user-- upgrade numpy
