push gerrit but without auto added "Changed-id"

1). 檢查子目錄.git/hook下面是否有 commit-msg 文件，android https://gerrit-review.googlesource.com/tools/hooks/commit-msggit 2). 若是是repo sync 下來的代碼，只要檢查子目錄中是否存在 commit-msg 若是不存在，修改工程目錄下面 .repo/manifest.xml，添加review
